SUBMISION OF RAMP PARTNERSHIP PROPOSAL

Past 19th of September 2025 The RAMP Raw Materials Partnership proposal was submitted to the European Commission through the Funding & Tenders Portal submission system.

The proposal responds directly to the objectives of the EU Critical Raw Materials Act, aiming to strengthen Europe’s capacity for sustainable raw-materials supply, processing, recycling, and efficient use by 2030. RAMP is designed as an ambitious, long-term partnership that significantly expands previous initiatives in both scope and scale, with funding volumes exceeding earlier efforts by more than fivefold. It seeks to build an international, multi-stakeholder research and innovation ecosystem covering the entire raw-materials value chain. Through seven work packages, the partnership will launch seven joint transnational calls over an eleven-year period, leading to approximately 140 collaborative R&I projects. In parallel, partnership-level activities will support policy development, knowledge uptake, and stakeholder engagement worldwide. Overall, the submission positions RAMP as a key instrument to support Europe’s green and digital transition, fully aligned with the CRM Act- Critical Raw Materials Act- and the Sustainable Development Goals -SDG-.

Fifty-four partners from 34 countries will join forces with the European Commission to work together in the field of raw materials. We hope that the evaluation process will be swift and deliver a positive outcome.

RAW MATERIALS WEEK 2024

The Raw Materials Week is the largest policy event on raw materials, organized by the European Commission since 2016. It attracts over 1,000 participants from industry, administration, civil society, research and academia. This year 2024, the Raw Materials Week will take place from 9 to 13 December 2024 in Brussels, to explore the dynamic future of raw materials in Europe.

A workshop on the Raw Materials EU co-funded partnership will be co-organized by ERA-MIN 3 consortium and DG GROW European Commision next 9th December. Attendees, by invitation only, will discuss the importance of international cooperation, resource efficiency, and investment in sustainable extraction and recycling technologies. Stay to monitor the results of the workshop.

PARTNERSHIP CONTEXT

The European Union's Raw Materials Partnership was established to secure sustainable and resilient supply chains for critical raw materials essential for green and digital transitions. This initiative built on the EU's Critical Raw Materials Action Plan, which emphasizes reducing dependencies, strengthening recycling, and fostering international collaboration, was published last march 2024 in the Horizon Europe strategic plan 2025-2027 for research and innovation to underpin journey to a green, digital and resilient future.

The strategic plan identified nine new European co-funded and co-programmed partnerships: Brain Health, Forests and Forestry for a Sustainable Future, Innovative Materials for EU, Raw Materials for the Green and Digital Transition, Resilient Cultural Heritage, Social Transformations and Resilience, Solar Photovoltaics, Textiles of the Future, and Virtual Worlds.

For the baseline establishment, the SRIA(Strategic Research Innovation Agenda), key point for the co funded ERU on raw materials, was written through a series of workshops during 2024. Please see here the results of the workshops and the published SRIA.

While waiting for the 2025 Work Program to be published, ERA-MIN 3 consortium is working for the next EU Co-funded Partnership on Raw Materials for the green and digital transition.
